How to equip sub-national parliaments for evidence-based policy making?

Both the Parliamentary Centre (Canada) and a national think tank, Enlightened Myanmar Research Foundation (EMReF) have chosen to focus to support diverse voices within Myanmar's nascent sub-national parliaments. One salient example comes from their joint successful interventions at the Shan Hluttaw (2017-19) under the Knowledge for Democracy Myanmar (K4DM) Initiative, funded by International Development Research Center (Canada). In addition, EMReF conducted Performance Analysis on States and Regions Parliaments of Myanmar for both 2011-2015, the first-term, and 2016-2020, the second-term, sub-national parliaments of Myanmar. The first study was funded by the Asia Foundation and the second study was funded by the program of Global Research Network for Parliaments and People (GRNPP).

Based on the research findings of these studies and also programmatic experiences, the two presenters from EMReF and the Parliamentary Center (Canada) will present on the topic, titled “How to equip sub-national parliaments for evidence-based policy making?”

The presenters are:

Ms. Myat The Thitsar, doctoral candidate in political science at the University of Massachussets and EMReF strategic advisor, will discuss the key findings from an updated EMReF report on Performance Analysis on Subnational Parliaments {(2011-2015) report is available for the download through this link and the current report will be published in January 2021}

Mr. Ivo Balinov, Director, Partnerships and Program Development, Parliamentary Centre (Canada), will reflect on the lessons learned and new opportunities to build capacity for gender sensitive policy making in Myanmar.
