
SIM 5 in Full Swing!
The fifth round of Post-Nargis Social Impact Monitoring (SIM 5) is now conducted by EMReF with the technical and financial support of the World Bank. Under the aegis of the Tripartite Core Group comprised of the Government of Myanmar, ASEAN and the United Nations, three rounds of social impacts monitoring (SIM) were undertaken roughly 6 months (November 2008, SIM 1), 12 months (May-June 2009, SIM 2) and 24 months (March to April 2010, SIM 3) into the post-disaster recovery phase. A fourth round was undertaken five years after Nargis (April-May 2013, SIM 4). A fifth round of is now going to be undertaken nine and a half years after the cyclone Nargis (July-November 2017).
SIM 1-4 used the same methodology. It was based on in-depth qualitative interviews, focus group discussions and key informant interviews in 40 villages in the eight townships across the Ayeyarwady Delta that were most affected by the cyclone. The 40 panel villages remained the same for each round of SIM so as to identify longitudinal effects of the cyclone.
SIM 5 will investigate the socioeconomic situation, social relations and local leadership using the same methodology outline above. However, particular emphasis will be placed on identifying and understanding the factors that helped or hindered community and household ability to cope and resilience in the face of cumulative natural disasters.
Commenced with the designing mission in three villages of Delta in the middle of June, SIM Round 5 is now in full swing launching pretest by all 16 membered research team in four villages of Delta.
